Leonard is the Founder of Len Tharpe and Associates, LLC (dba LTA Tech Services). Responsibilities include selecting and implementing suitable technology to streamline an organization’s operations and to optimize their strategic benefits by designing and customizing technological systems and platforms to improve customer experience. LTA’s services include data management/analytics, managed services, cyber security, Artificial Intelligence (AI), Robotic Process Automation (RPA), IT staffing, web development, IT training and consulting. He recently opened an office in Clarksville. He also heads up a technology training nonprofit (Tech Adventurer Center) that provides technology training and awareness to those that generally don’t have the access or resources needed to stay abreast of emerging technologies. He and his wife Stephanie currently live in Gallatin, TN.
Leonard received a BS degree in Computer Science from Austin Peay State University. He received a MS degree in Management Information Systems from the University of Southern California and a MS degree in Computer Science from the U.S. Naval Postgraduate School in Monterey, California.
He also attended the Dartmouth College Minority Business Executive Program. He completed the TN HIMSS/Belmont University Health Information Technology (HIT) Accelerator Certificate Program.
Leonard has over 40 years of experience in various areas of computer science and information technologies, serving in both technical and management positions.
He served as President and CEO of Brandon Technology Consulting, Incorporated (BTC) from 2000–2017, a company he founded. BTC provided Information Technology services to the Military Health Systems (TRICARE), Nashville International Airport, Air Force Medical Systems, the Veterans Administration, Department of Defense, and a wide range of commercial and non-profit organizations.
He is currently an Adjunct Professor at Austin Peay State University (Computer Science) and Trevecca Nazarene University (Healthcare IT) in Nashville. He also taught IT courses at Strayer University, Stratford University, Tennessee State University, and The Learning Tree, International.
Leonard’s professional associations include the Nashville Technology Council (NTC), Healthcare Information Management Systems Society (HIMSS), American College of Healthcare Executives (ACHE), Information Systems Security Association (ISSA), The Institute for Robotics Process Automation & Artificial Intelligence (RPA/AI), and the Clarksville Area Chamber of Commerce.
Leonard served 20 years in the United States Army. In the Army he worked in the areas of information technology, acquisition and procurement, communications-electronics, and field artillery. His military assignments included The Pentagon where he served at the Army Strategic and Advanced Computing Center, and the Army Artificial Intelligence Center. He also served at the Army Information Systems Management Activity at Fort Monmouth, NJ; and the Army Information Systems Support Group in Hawaii.
His military awards and decorations include the Legion of Merit, Meritorious Service Medal, Joint Services Commendation Medal, and Army Commendation Medal.

William “Bill” Bartheld
William “Bill” Bartheld is a veteran executive and transformational operations leader with a proven record of strengthening organizational performance, scaling growth operations, and leading enterprise-level change across federal, commercial, and military sectors. Known for building durable operating models and elevating organizational maturity, Bill brings a unique blend of strategic insight, operational discipline, and people-centric leadership to complex environments.
Bill has led multiple organizations through rapid growth, operational restructuring, and modernization. As President and co-founder of Veterans Professional Services Group, he directed daily operations, built the firm’s delivery infrastructure, expanded client relationships, and secured more than $5M in new business while implementing ISO-aligned governance and quality systems. As Director of Quality & Financial at RP Professional Services, he led a $30M enterprise transformation supporting the VA Board of Veterans’ Appeals—standardizing operations across 12 departments, improving issue detection by 35%, and deploying AI-enabled QA systems with a 92%+ accuracy rate.
Earlier in his executive career, Bill served as Chief Operating Officer at Brandon Technology Consulting, advancing operational framework maturity and supporting enterprise growth strategies. He later became Senior Project Management Director at Harmony Technology Services, where he oversaw more than 20 modernization, compliance, and digital-transformation initiatives while mentoring a high-performing team of program managers. Prior to that, he held senior consulting roles—Senior Consultant/Partner at ProAptus and Senior Consultant at Adlertek Management Consulting—where he led organizational transformation, compliance, and business process improvement projects for federal and commercial clients.

Kirsha Wilson‑Smith serves as the Executive Administrator for LTA Tech Services, where she supports daily operations, executive coordination, and client communication for the company. She brings a strong background in both the medical field and community service, with more than 15 years of experience training employees and medical providers on billing and claims systems. Kirsha holds a bachelor's degree in finance with a concentration in Accounting and applies her analytical and organizational strengths to enhance efficiency across the organization.
Beyond her work in the tech sector, Kirsha is the co‑founder of Nurture House Group, a 501(c)(3) nonprofit dedicated to empowering youth. She is a proud member of Clarksville Sunrise Rotary and a member of the Clarksville Leadership Class of 2026. Kirsha also serves on several community boards, including the F.U.E.L. Board, the Rotary Action Group for Mental Health Committee, the Community Advisory Board, and the Montgomery County Youth Coalition. Additionally, she serves as Chair of the Foster Care Review Board.
Outside of her professional and community roles, Kirsha enjoys spending quality time with family and friends, laughing, playing golf, watching football, and supporting all things, Auburn.

Ali Sekmen holds the position of CEO at Pangea, where he plays a key role in defining the company's vision and technology direction. With a strong background in academic leadership and research project management, Ali specializes in applying theoretical artificial intelligence to address modern data science challenges.
Dr. Ali Sekmen is the founder and CEO of Pangea. He also serves as a full professor of computer science at Tennessee State University. From 2010 to 2023, he served as the computer science department chair. Dr. Sekmen received two Ph.D. degrees in Electrical Engineering and Mathematics from Vanderbilt University and holds Master's and Bachelor's degrees in Electrical and Electronics Engineering from Bilkent University.
In addition to his academic roles, Dr. Sekmen contributed to the governance of Tennessee State University by serving as a member of the Board of Trustees for four years, from 2017 to 2021. He also chaired the department chairs council for over three years.
Dr. Sekmen published over eighty articles in artificial intelligence, machine learning, robotics, computer vision, bioinformatics, and approximation theory. His research efforts have been supported by several organizations, including NSF, NASA, AFRL, ARL, USDA, Department of Defense, Amazon, and Google, allowing him to make valuable contributions to society.
